Where is the advert for Liverpool and Victoria filmed? The cars involved are old,but I espy some with foreign registration plates.

The previous 2 ads were filmed in Cape Town. Details viewed in the current ad, such as the suspiciously sunny weather and colonial styling features of the houses suggest a similar location.

Correct, it was filmed in Cape Town. Unfortunately the weather in England isn't quite so reliable so a number of advertisers film over there.
If you're referring to the old red car (that the old man is washing) that does in fact have a UK number plate on, but it's a different style. If you've spotted any others then good hawk eye as the production team should have made sure there weren't any!!
