Can a viral infection that causes sore throat, cold, headache, slight ear ache, cough etc that has lasted a week cause my chronic cystitis to return?

No.
I wouldn't have thought so. Although you may be a bit run down from the cold etc. which might not help any recovery as quick, it shouldn't bring on an attack. If you get cronic reocurrances of cystitus, you should see your doc as to what is actually causing it as it can be a number of things.
Your immune system may be weakened just now which has perhaps rendered you vulnerable to cystitis.
When I used to get tonsilitus my tonsils got horrible white stuff on them. Within a few days I'd have cystitus and a kidney infection; the doctor said this was linked.
I used to get kidney infections and tonsillitus together as well.
I always get cystitis and irritable bladder symptoms when I have a cold or similar infection.
