If you constantly do certain excercises that strengthen your chest then yes womens breast will tone and frim up. Have you never seen a female body builder? Try going on google and typing in female body builder and you will see what I mean.
I meant to say firm up - sorry

here's a good example, but to get like this you would have to be lifting heavy weights probably everyday!

The chest muscle responds quickly to exercise. The slab of muscle under the breasts will grow and push the breast fatty tissue out more, simulating a mild breast enlargement. Femail body builders look as they do because they also drastically reduce bodyfat, as breast are mostly fat they get smaller.

ok so how do i build my arms up then. just free weights isit?

It's quite difficult for women to build significant muscle naturally, the female body builders use testosterone, among other things! You should however be able to build your arms to some extent using weights. I'm assuming you are familiar with the names for exercises. To build the arms you need to exercise the biceps and triceps.

Choose a weight that you can do 8 reps with, that is the starting point.

for Biceps:

Do 8 reps of barbell or cable curls with the starting weight, then add a some and do 8 more, add some and do 6, go back to the original weight and do 8 again.

do the same with dumbells.

for triceps, same pattern as above.

tricep dips, with assist if needed

and then tricep press.

Thats 8 sets for each part. Give at least 48 hours recovery. You can do both parts on the same day or alternate parts on different days it doesn't matter just as long as there is 48 hours recovery time for the part concerned.

Both parts should get worked twice a week at least, after 6 weeks you should notice the difference. Do the exercises with good form, if you can't reduce the weight until you can do not cheat with the movement, you only cheat youself. Eat lots of protien, chicken, eggs, fish, lean meat and make sure you get a good diet generally.

You would need to be fairly flat chested to begin with.
agree with last post.  You only have muscle underlying your breast....it will respond to exercise but your breast tissue will not.  If you have small breasts (ie little breast tissue) you could easily end up with manly pecs, but if you've got medium to large boobs, no chance...the breast tissue will cover the muscle and largely mask any toning that you achieve in that muscle.   This is why women who've given birth then breast fed often complain about droopy breasts.  Even if you exercise like a demon post birth, your breast tissue simply cannot respond to exercise in a way that would help the droopiness. All they can hope to do is uplift the breast very slightly by toning the muscle underneath.
