a sign says 'Sorry for any delay your registration no is being checked' or words to that effect. What is being checked and with which authority?

so it's not being 'checked' it's being 'logged' octavious? is that fact or a guess, just want to know what it entails.
Most petrol stations these days scan your number plate so that if you drive off without paying, they have got a fighting chance of catching you - even more important now as the theft from forecourts will shoot up in tandem with fuel prices.
Fact, boogie.

They don't check anything out prior to an offence committed, merely check back over the CCTV if you drive off without paying then alert the police with that information.
Why would this cause a delay?

that's ok, I'll pay for the petrol.
But haven't paid for the car and wondered if they'd know..
