My dog only bites me when I"m outside, for instance, a dog park.
ok well i dont know then, sorry
Is he running loose when this happens? try keeping him on the lead and see what happens, is this biting aggressive or is it his idea of 'fun'? my youngest GSD tries to bite the hoover when its on, she thinks its a great game.
Meant to add that if you have him on the lead and he starts you can check him with the easier.

It sounds like your dog justs thinks that running is a really exciting game & if you want to stop him you'll have to do some serious training. If he responds to your 'NO' command then he'll stop pretty easily with some training on the lead, but I guess you've tried this already?
You could try a rattle bottle to reinforce your 'no', but try it out on the lead first.
A muzzle might help while training because to correct the behaviour you have to provoke it & you don't want any accidental injuries.
A different way to cure this might be to use the pre-programmed 'bite inhibition' of all dogs. When puppies are playing with their littermates, a too hard bite gets a loud high pitched yelp from the recipient & the biter instantly releases the hold. It still works in adult dogs & is the fastest way to stop a puppy mouthing inappropriately providing you can produce a realistic yelp!
If you can't get the right results with the above then get some professional help. Ask at your vet for training classes or one to one trainers.

He is usually off leash when he does this, but sometimes he bites me while I'm passing by him. This situation mainly happens at home or the dog park. It's his idea of fun, and though I've tried to stop him, he just doesn't get it. If I shake a bottle at him, he gets mad and just fights harder. He just doesn't give up. We have a muzzle and it works for now, but if we keep using it, it may not work on him anymore. Yelling loudly is the first thing we tried, yet when we do it, he just starts to bark, thinking we're yelling at him, not because of him. I'm really at my wits end here. Please help!

(continued) And the worst thing is, my dog has already passed his canine good citizenship test, and is considered a good dog. He is usually very friendy, and licks nearly everyone. Oh, I really don't want to use violence to stop this problem.
Then stop running with him. And I don't see how getting used to the muzzle will stop it working, if it is fitted correctly he cannot bite. Tray making him drop into a down position each time he jumps up and only continue if he is calm.
