If someone has criminal record (2001) will they be able to enter Turkey on tourist visa that you sign when you enter into the country or would they have to go to Turkish consulate in person?

PS: While quite a few countries ask questions about criminal convictions for work visas and residence visas, hardly any do so for tourist visas. (Canada theoretically doesn't admit people with criminal convictions to enter - unless they've applied for 'rehabilitation' - but they don't actually ask any questions. The USA does ask questions but they've got no way of checking criminal records anyway).
