It provides thrust (or support) or transmits movement at an angle relative to its axis in 2 planes whereas a standard thrust bearing only provides thrust in 1 plane relative to its axis. A common application is helicopter rotor blades where it is used to alter the pitch of the blades. Or in hydraulic pumps where the plate drives pistons into cylinders and generates pressure.
