I had some work done on my car that involved disconnecting the battery, and the stupid people that sold me the car had not written in my radio code. The garage ended up taking out my radio and getting a code from it side, and emailed this alongside the chassis number to Seat UK, who emailed back within a couple of hohurs with the code.
For you it depends on a few things... If its a new car, try the garage you bought it from, or check back in the logbook and call. Otherwise try the brand of car and contact a main dealer or head office. An old car or new radio might be more complicated, but contacting the radio manufacturer would be a good start.

Heres a really good forum, I initially went there looking for a radio code and after a number of postings was kindly given the code needed - the attached link outlines the criteria to enable a code to be given, but its an interesting forum in it's own right - a rule has been set that you need donate �1 to the site to be given a code, but I would have a look around and introduce yourself - it's an interesting forum

I had this happen on the last car i bought. If you bought from a main dealer and can prove the car is yours they should tell you free of charge over the phone.
The only other way is to ring the nearest dealership of your car make and they should be able to tell you but be warned they will probably charge.
