You should put her outside regularly ie: immediately after waking, after food, between play times, and whenever she is sniffing 'with intent'. If you catch her stooping, take her out anyway, even if she has finished and use a word association. If she goes on the newspaper, you could also take the newspaper outside for her to associate the smell of where she should go. Do not slap or rub puppies nose in it, it is cruel and unnecessary.
jules77 is right, rubbing noses in it etc wont get you anywhere. Dogs dont learn from this. What I did with my puppies was the same. If you catch her sniffing and looks like she's about to go, pick her up and either run and put her in the garden or on the newspaper but dont use both as this will confuse her. I would start with the paper. Also if you catch her 'mid-flow' again scoop her up (at arms length, lol) and run and pop her on the newspaper. Also like jules said using a word of your choice, wee wees for example, and good girl. she will learn to go straight to the newspaper and shouldn't take to long to teach her this. Then once she has learnt to go straight to the paper, move it out side. but show her its out there, put her on it and say your chosen word and good girl even though she's not going to the toilet, just so she gets the hint. You may find at first that she'll go to where the newspaper was. You should see her do this and then its just a simple case of opening the door and calling her or picking her up and putting her on the newspaper outside. She should then go straight to the door when she needs to go and then you can take the newspaper away! Sorry for the essay lol.
Puppy training pads are good as you can leave them down after they have been used ( they use nappy technology to lock in the wetness) and then the puppy is attracted back to the same place - change it after 3/4 uses..... and a cheaper option rather than pads specifically for pups is to buy the disposable nappy changing mats from the baby aisle in the supermarket. Move the pad nearer and nearer the door each time - and I used "busy-busy" as my word association and still use in now with my 7 year old when I want her to "go" outside before I leave her home alon for a while..... hope this helps - patience is the key - should only take a few days then.
As i was told from a breeder, when i got my MinPin at 11 wks, when they do the toilet indoors just clean it up, dont give them a row or anything just ignore them for about 5 mins, as everyone knows puppy's love attention so being ignored will hurt them more than a row, it worked for me *thank heavens lol* and Seusse came good a lot sooner than i thought, try it and see, hope you have some luck with your little one
The idea of laying newspaper is to absorb, not for the pup to poop on. I found that cats/dogs poop near the outside door (where they can smell fresh air) put the litter stuff there.
The pup will be house-trained as it ages. Pups, as babies, cant control/hold themselves and its up to you (good pet owner) to take it out often, if only for 2mins every 15mins. 'Cause u can't while u sleep is not the pets fault!

By teaching her that its ok to go on the paper, you're making it harder for both her and you. She doesnt know the difference between a papered floor and a non-papered floor. I dont know why these pee-sheets are even sold.
TAKE her out on a lead (that the very important part!) into the garden, - don't just LET her out. Take her out after she wakes up, after feeding, after playing, and when she shows any signs of wanting to go (circling or sniffing at the ground, for instance). You need to watch her to pick up her signals.
For old puppy, Id take her out on a lead into the garden every couple of hours. Dont just let her out take her out on a lead.
When shes weeing outdoors, tell her be quick or wee-wees or whatever you want to call it, and when shes in full flow, give lots of praise and a treat. Get really excited about her doing it right and shell get the hang of it.
If she wees indoors, its not her fault its yours for not seeing her signals - so dont blame her. If you catch her at at indoors, pick her up with a ah-ah and carry her outdoors to finish on her lead. Keep praising her good behaviour but ignore the bad.
And keep doing it you need to reinforce her good behaviour. Dont assume that just because shes been doing outdoors for a day or two that you can say to yourself that "She understands now no need for me to keep training her. Believe me, it doesnt work!
A crate is good as long as you dont use it as a punishment cell. The longest you should leave her in the create is 4hours maximum. Its unusual for a dog to mess in the same place that they sleep.
Keep up the training - it does get better!!
