Hmm.
Normally, when people are having problems with sites which use Flash video, the solution lies with uninstalling Flash first, before attempting to download it. (i.e. go to Add/Remove Programs and remove all references to Adobe Flash Player). That's because the download won't install if it recognises that you've already got Flash, even if your existing installation has become corrupted.
However, scrolling down a web page has nothing to do with Flash. It seems that your browser has been corrupted. You probably need to repair it, or to reinstall it. If you're using Internet Explorer, this might help:

Alternatively (and far better) try installing a decent browser, such as Firefox:

(If you're already using Firefox, simply reinstall it. You don't need to uninstall it first; your bookmarks and personal settings will be preserved).
