Contact your Local Authority in the first instance to check. There may be issues with car-parking of vehicles visiting the site, etc.

(sp) now ????????
God i'm going for a coffee !
You may also require planning permission for change of use, as you are changing it from a car park to car boot sale.
Though if you are only doing it once a month you may be ok.
I would check with council though.
The law requires you to give the Council notice if you have more than 5 sales positions. I know this because I once read that when I was a Council lawyer. However, I never met any Council oficer who was aware of that. It is in Section 37 of the Local Government (Miscellaneous Provisions) Act 1982. This may not have been adopted (but probably has) in your area.
