If it was you who had the accident, and the insurer declared it a total loss and then entered the vehicle onto MIAFTR, then providing you can produce an alternative repair estimate which makes the vehicle a repairable option (in a reasonable period of time), the insurer can send copies of the estimate and an accompanying engineer's report to the DVLA to remove the marker (after deleting the MIAFTR entry).
If you bought the car as a Cat D, or wrote it off yourself some time ago, then you can't
