I turned the wrong way up a one way street, Stupid mistake, I know. I believe a Police car may have seen me do this. It was travelling away from me and did not turn around to stop me.

Can a Police Officer take my car's details and still issue me with a fine and penalty points?

Yes - you could get a Notice of Intended Prosecution through the post, asking for the details of the driver.
