Ipod shuffle not recognised by Windows XP SP2 via USB 2.0

I have just received an ipod shuffle (1GB) and after connecting it to my PC, I get a 'USB Device Not Recognised' error message. Took it to an Apple Dealer who tried it with a Mac and it works OK. The 'Genius' said it was a Windows problems. Any suggestions?

1) Download and install iTunes from apple's website without connecting iPod, then connect it.
2) When connecting, make sure you connect to a physical USB port on the computer, not a hub or through another device.
3) If it doesn't work on that port, try another port. Some ports on generic PCs don't have full power, which could be an issue.

I was expecting software to be supplied on a disc with the ipod as it was with my MP3 player. My MP3 player works OK and appears as USB Mass Storage Device under the list of USB Controllers but the ipod appears as Unknown Device.
I have been told that I need to download software from itunes but all I can see on itunes is music download charts etc.
