In Welsh w is a vowel, so you get cwtch, where the w is uu. The word is pronounced kootch (like the ooch in pooch). It is a lovely word and means the warm feeling you get from a cuddle, also when you cuddle in Wales you cwtch!
Does not help with the why of Y, but interesting I thought.
