Bleeding Radiators
We have a radiator in the bathroom that has an integral towel rail. It is getting hot at the bottom, but is cold at the top. It obviously needs bleeding. There is not a valve at the top that you can open with a key to let the air out. How else are you supposed to get the air out or sort the system out so that the radiator gets hot?

saying that a lot of the modern radiators come with a bleed valve that the installer has to screw in and i guess it is possible (but unlikely) that he used a blank plug rather than the bleed valve one.
