my pegeout 106 zest will rev all by itself, help!!!

I have a t reg pegeout 106 and it will rev all by itself when foot is on the clutch you can see rev counter moving and hear he revs, ive had a new alternator battery and starter motor, what could the prob be its gettin really annoying now!

Does it have an engine management system?

im not to sure to be honest! dont think it does no light has ever come on and its pretty basic under the hood.

My missus has a 206, which sometimes when you rev it does nothing!

Had the same problem on my daughters Saxo it shares the same engine as a 106 was diagnosed as the idle control valve/ stepper motor easy to change but quite expensive found one on the net over a �100 from Citroen!!!
