Do all captive Pandas belong to china?

I was watching a thing on TV about the successful breeding of Pandas in Wolong reserve in Chengdu and San diego zoo had an adult panda that they had to return as it had reached a certain age, Even though it had been bred in captivity there. I got the impression that this was a common practice. I know China gave Taiwan 2 panda cubs as a gift but are all other pandas in captivity considered as belonging to China?
