Do all captive Pandas belong to china?

I was watching a thing on TV about the successful breeding of Pandas in Wolong reserve in Chengdu and San diego zoo had an adult panda that they had to return as it had reached a certain age, Even though it had been bred in captivity there. I got the impression that this was a common practice. I know China gave Taiwan 2 panda cubs as a gift but are all other pandas in captivity considered as belonging to China?

Yes, I've also heard that there are usually contingencies when pandas are gifted from China. It is a sensible provision and I wish all countries had this practice with their endangered native animals.

Giant pandas are 'rented' from China and some zoos pay up to �1m per year - typically a ten-year contract - to the Wolong centre breeding programme in China (well, the Chinese Govmt who say thats where it goes).
