Margaret Thatcher played to the Tory Crowd with a lot of hard line stuff about Northern Ireland and the IRA.
You have to remember that the ancestors of the IRA basically won Ireland's independance from Britain and so they are seen quite differently over there.
At one point she banned them from being able to speak on the TV so you had the ridiculous sight of Gerry Adams on the TV with an actor repeating the words he was saying.
If you didn't live through that period and watch it happening I fully understand if you doubt that was what really happened - I assure you it did.
Thankfully a change in Government opened up the chance for change which is why we now have peace in Northern Ireland

The Good Friday Peace Agreement to which you infer was begun under John Major (Conservative Prime Minister, 1992-97) and President Bill Clinton of the United States, as well as Bertie Aherne, of the Irish Republic, who together worked tirelessly towards some form of peaceful settlement following "undercover" negotiations between British Intelligence Services and the IRA. The final terms of the Good Friday Agreement was therefore a formality which allowed for Tony Blair (the incoming British Prime Minister) to become a joint signatory, along with Gerry Adams, Martin McGuinness, Rev. Ian Paisley, et al.
