Folowing on from a previous post

What criteria are needed for a young person (age19) who would like council / housing association acommodation?
He is working but earning minimum wage.

PS - this is NOT for me - i am asking on someones behalf.

I doubt he would get anyhting to be honest. He would have to put himself on the council waiting list but single males don't tend to get many points and could be on the list for years and years.
