Are debts transferable to family members?

About two years ago, I ended a contract with Vodafone over a dispute about what I believed were charges on my account for services I never used. After much aggro, and my demand for them to send me three months worth of itemised bills, I eventually paid up. Prior to this, when I had spoken to a member of staff within the companies credit card department, I distinctly remember him telling me something to the effect of "if you don't settle your account, and you are no longer resident at the address where the account is registered, then any outstanding debt can be transferred to a member of your family who will become liable for it"
