That body had two functions...a) to recommend non-political 'worthies' to the Queen to be appointed as Life Peers and b) to vet all other nominations for peerages, including those suggested by the political parties. Those at 'a' were to be the 'People's Peers'.
However, the first 15 so nominated turned out to be university professors and heads of organisations...the very sort of person who might well have been offered a peerage anyway! When the idea had first been mooted, the public imagined good teachers and health workers etc might have been considered, but it was not to be. So, don't hold your breath waiting for the first butcher, baker or candlestick-maker to be appointed!
