Not a joke! Is it rough living in this area of London? I've been told by a friend that it is!

Like a few area in London, you have the "slums" very close to a more up market area.
Here is a map of the area that may help

See the green triangle in the middle, Shephers Bush Common, well everything to the LEFT of it is pretty rough.
All around the QPR football ground at the top is also very rough.
However, if you see on the right, the large roundabout, well to the RIGHT of that is the Bayswater Road and that area is rather nice.

One other thing about that map.
In the top right is a large mauve box showing "White City Site".
This is a huge new shopping development due to open any day now. This may well have affected the area somewhat (few years since I have been there).
It is called Westfield London and opens 30th October.
