Kids TV programme

Can anybody tell us the name of a morning TV kids programme where it was based in a harbour on a boat with puppet animals such as a sea gul and the dog was the captain. They had a young women who did story's and sang and danced a bit and the chorus of main song was something about port starboard stern and bow......?
