Look at the picture, the lines have gone round a raised area of new tarmac.

It looks like the footpath was going to be altered.

On closer inspection it looks like a tempory road mend.

What would the point be of painting over something about to be replaced.

They are supposed to be temporary lines anyway if you read the article doc.They are being put in place to aid renovation work on that street.The correct markings will be applied when the work is completed.Its still an idiotic thing to do,they could have just stopped and started the lines at each end of the parked car.

It's pretty obvious that they just went round a temporary road repair (that was probably quite dangerous to drive over), as Doc. says. I don't believe there was ever a car parked there. As daffy points out, it would have been better to have just not had any lines on that particular area!
