I originally thought 18a was VIRGINIA, however I'm sure there is a C in the middle. I got the C from the fourth letter of STUCK-OUT which I think is answer to "Was noticeably not flush (5,3)"

Thanks for those, I think stood out could be right.
As for 16d. good suggestion, but I'm not sure. Second letter of 16d id 2nd letter of 18a....which I've asked above!
Also last letter is 6th letter of 23a which is, "Uncalled for correspndence" (4-6) ?E??-???T??
