I am a student and here in UK for 9 months. I have VISA bank card but whenever i go to apply for mobiles or sort of credits they always decline. This happnes also with my room mate. Is it possible that our address is black listed? if so how to deal with it?

Most contracts are a minimum of 12 months - as your visa is for 9 months you won't fit the criteria.

yes they may be refusing you because you are not in the country long enough to pay off the debt
