Is the cistern full, has the ball **** released the water back into the cistern to fill it?
Is your cistern at the highest water outlet point in your house?  It could be that although the water's back on it may be at a reduced pressure and isn't able to reach the cistern.  If you turned it off make sure that you've fully turned it on again....or....get whoever did turn it off to come back and check it.
My husband says it will be a siphonic system but if I were you I would chuck the contents of a bucket of water full blast down the loo and see what happens - let us know.
