fire regulations for 3 story flat made of wood

I live in a block of flats that have recently suffered a bad fire completely destroying one side. The building has fire doors throughout with separate hallways between the communal stairwell and front doors of the separate flats. each flat has smoke alarms and the building is supposedly made with fire resistant materials and has separations in the structure to slow down the spread of fire and that is all the protection from fire. There are no extinguishers, fire alarm, sprinklers, fire exit or information on what to do in the event of a fire. What I want to know is if this is above, below or minimum requirements for fire safety in a 3 story wooden block of flats??

Sounds like something has been overlooked and your block isn't as finished as it should be... You could try the developer.. Berkley Homes.. is there a site manager - or Building Inspector... If your flat comes with an NHBC guarantee then you could speak to the NHBC Building Inspector allocated to that address.... Councils are useless though!
