can butter be left out at room temperature instead of being refrigerated?

Yes it can but its shelf life will be less, will go rancid quicker!!!
If you've got a place that's quite cool rather than your heated kitchen (this is where pantries were great years ago) you can keep it for a while before going off.
Get a butter dish and keep it in a press and just keep the main block in the fridge and keep taking bits off as you need.
Butter oxidises. The rate of oxidisation depends on temperature and the amount light there is. Butter keeps best when it's kept in a cool and dark place.
