Perfume is designed to be dabbed on to small areas of skin. People often say to put perfume on pulses - the wrists and neck, but that is probably because the perfume is less likely to be rubbed off during the course of a day / evening.
Eau De Toilette is usually far less concentrated, and is designed to be sprayed fairly liberally, sometimes on clothes, to provide a refreshing scent through the day.
