I also found out how the new line out law was supposed to help ...
In the World Cup, S Africa were using short line outs and Matfield was winning them. Under the new laws, if SA use a short line out, England don't have to have the same number of players in the line out. They can commit extra forwards to the line out, which restricts SA's line out options, and defends against a "catch and drive".
