picture reduction

can you help?...i have a 16 x 20 watercolour
painting on paper,i need to reduce it by 50
percent to 8 x 10 it will then fit under my
A4 scanner so i can send it via email
can it be done

Why not photograph it with a digital camera instead?

Take the photo of the picture in daylight to get the colours right.
