It is a print on canvas, very small - 6" x 4", of a fox. The picture is signed P. Reinagle who I assume to be Philip Reinagle (1749-1833). The canvas is stamped on the back in Gothic script Higgins and Bowers, Tower Bridge Road, London. Like you, I am at a dead end trying to research this.
I recently purchased one of these "Higgins and Bowers" pictures as well - here in Brooklyn, NY. The seller didn't have much to say about it.
It doesn't look like a painting to me. Maybe it's a lithograph? I don't know much about the technique.
There also appears to be some sort of varnish over it...the edges of the canvas have a yellow film on them, and it's kind of plastic like. The frame the canvas is pulled over looks rustic and in the style artists were using up to the 1940s or 50s.
My artist looks like H.M Whiclel (hard to tell); any clue who that might be?
Interesting jno's comment about there suddenly being many on the market. I suspect they are reproductions and worth very little.
