Parking ticket question
I had a ticket last Thurday night, 8.25 pm, for parking on pavement next to double yellows, whilst making a delivery.
The thing is the road was closed and barriers at each end, due for re-surfacing the next day. Barriers said "road closed except access to frontages".
The question is are double yellows enforcable if the road is closed to through traffic, when signed as such?

Further, unless there were loading restrictions in force (indicated by kerb markings), you could have made your delivery (and avoided a ticket) by parking on the road for the time necessary to make the delivery. Parking on a footway (in an urban area) is always a parking contravention, irrespective of whether there are yellow lines or whether you're making a delivery.
