can a sole trader pay individuals to work on a regular basis to come and go as they please but to pay them only on a profit based agreement of what they bring in ie salesmen/rep and a part time driver, or do they all have to be employed which i wouldnt be able to afford.
can they be self employed and pay their town txes and ni or is this illiegal?

For more on marking an answer as the "Best Answer", please visit our FAQ.They can be self-employed but it has to be genuine and meet the criteria laid down by HMRC. Check their website and you will see that it is not easy nowadays as they are tightening up on the rules.
If they can be self-employed you can make any agreement with them that you wish.
If they have to be employed, which is most likely, then you can agree a payment by results package if you and they wish.
