It doesn't work.
There are so many countries with a death sentence in place and the murder rate is still very high.
People who commit murder don't think the y will be caught. I suspect she seriously thought the authorities would put his death down to accidental causes.
The whole prison system needs to be changed.
Punishement should mean punishament and any human rights you have should be removed.
If you can't behave like a reasonable human being then you should not have those rights to protect you.
This then leaves a wider interpretaion of that rule open for easier disisions.
Then when it is decided that you killed with malice and you killed in a way that any reasonable person would consider horrific as in this case, or you allowed some one to die in hidious conditions without trying to stop it, then if no mental aboration can be found, you lose your rights to be treated as a human being.

i dont believe giving this woman and the step father a new identity is wrong because i want them to die i believe it is wrong because of the affects it may have on other people, if a woman doesn't know who the guy is and gets involved with him then she may unknowingly be putting her own children or children they may have together at risk, people shouldbe aware of what these people have done in the past and then they can make an informed decision with regard to the future
You're got your arguments muddled up there.
What you're complaining about is the sentence - which you feel should be either the death penalty or far longer in jail. You should focus on that.
Instead, you're talking about the rights of someone who has served their time and is now back amongst society - as if the sentence itself isn't the issue.

Whoever, some US states have the death penalty; some other countries have stoning and other forms of public punishment.
It is no deterrent. If it were, there would be no prisoners on death row in America, and no stonings, beheadings, hands cutting off in other countries.
And I don't believe for one minute this society you refer to would be content with humiliating and embarrassing an offender - do you?
