In the first episode of the new series, when Billie Piper was in the basement with the moving mannequins, Graham Nortons voice and applause could be heard over the sound of Dr Who.

I noticed a brief sound of people chattering, which presumably was the sound of the other people in the shop. What has Graham Norton got to do with it? I have re-watched my video of the episode three times specifically to check, and I didn't notice any intrusion of the type you are referring to.
For "everyone" you can at least read "many" or even "most" viewers and I believe the reviewers picked up on it. Certainly it had me worried that the whole episode would be ruined. I don't know the technical reason the bleed through was able to happen but suspect digital broadcast technology might have something to do with it. At any rate the Beeb acknowledged that it happened.
