Why is it some people say these tablets work, and others, say they don't? . Surely, our hearts all work in identical ways, so why are there differences ?

I take beta blockers and have no idea if they work or not!  The practise nurse says they are working for me so I guess they do.
All hearts work in the same way, but not all heart problems are caused by the same thing, so beta blockers won't treat all heart problems for all people. I was on beta blockers for two years for an entirely different problem: what the neurologist described as a "chronic pre-migraine state". They seemed to work for me - at least I stopped passing out at the drop of a hat!
A doctor friend of mine described the lower dosage beta blockers as "placebos", great for getting people through stressful periods!
