Infestation on my tree

the thousands of little white creatures on the leaves of my tree are not whitefly. They do not have wings. They look like little scorpions or spiders and under 2mm in size. What are they?

Could be spider aphids. A nice cheap way of getting rid of them is to spray with a weak solution of washing up liquid.
