No taskbar or icons on desktop!

When I turn on the computer, I have no taskbar and no icons on the desktop but the background picture is there. I have to open the internet and other programs from task manager by going to file and then run new program, Please help me fix this! I don't know loads about computers so please make it as simple as possible!
