If someone -(not very pleasant)- leaves your place of employment, should they still be entitled to remain in the office lottery syndicate?

Just curious what others think...

Did you draw up an agreement when the syndicate started? If not, now seems like a good time to do so. Agree the clauses between all participating colleagues and each signs and gets a copy. No arguments should arise thereafter.
If they have paid their way then its doesnt come to personal grudges - surely?
