Should I charge VAT on an invoice in Euros to an Irish client for consultancy services, where the work was entirely carried out in the UK?

Yes i know i should ask my accounts dept but they are useless and give me a different answer every time I ask.

Probably not Look at the VAT notice 744D available on the Customs & Excise Website.
If I remember correctly, as long as your client is registered for VAT & you include their VAT number as well as yours on the invoice (along with the 2 letter country code) you don't charge VAT.  It should be recorded as Zero-rated.
