Does it have a thermostatic valve fitted to it?
Feel the in & out pipes at bottom of rad. Is the in one hot.....rad needs bleeding. If cold - pump probs.
If its got a TRV (Thermostatic Radiator Valve) (looks a bit like a plastic cup upside down) the pin of the valve could be stuck. Unscrew the 'plastic cup' bit (there is a knurled collar at the bottom) and lift off. A little brass pin will be sticking up. Tap it VERY gently with a small hammer or similar blunt instrument. Hopefully it will pop up 3 or 4 mm, in which case you have solved the problem. Screw the TRV back on...job done.
.
presuming the pipe below the trv is hot unscrew the head of the trv from the valve, if the radiator then gets hot it is the head of the valve at fault, buy a new valve and swop the heads.
if the radiator doesn't get hot when you remove the valve then the valve itself is at fault, as said before use a small pair of pliers or the flat of a spanner to gently work the little pin up and down and try some grease or oil on it, at the same time try gently rapping the side of the valve with a spanner. if that doesn't work you need a complete new valve.
