Straps on shirt sleevs?

I once had a shirt that had button straps on the shoulders, and on the sleevs... The purpose of the sleeve straps was to keep your sleevs rolled up... What is the purpose of the shoulder straps? Also, does anyone know what these collared, button up shirts are called, and what exactly these straps are called? I am trying to find a shirt like this again!

I believe the shoulder straps are called 'Epaulets'.
The shoulder straps are on shirts worn by the military/police etc and are there so that insignia can be held in place, these shoulder epaulets show the rank of the person concerned.
