I am a fairly able cook but my rice always turns out cludgy! I bring water to the boil sling the rice in bring back to the boil and simmer for 10 mins and..... stodge.
the best way to do rice I've discovered after several "cludgy!" attempts myself is to steam it. I bought a plastic rice steamer from Wilkinson's that cost about a fiver and you just stick you rice in, make sure it's just covered with water, put the lid on, pop in the microwave for 15 mins and VOILA perfect rice! Oh and I always use Tilda Basmati except when making paella.
