Tunisia is very liberal in comparison to other Islamic states, but you still have to cover arms and legs when going into mosques - indeed, some of the larger mosques will not allow non-Muslims in at all, and you will only be able to see the outer courtyards.
You will have no difficulties wearing shorts or bikinis around your hotel pool or on the beach - last time I was there I even saw a very small number of women at our hotel in Port el Kantaoui sunbathing topless.
In the souks, I would recommend wearing a t-shirt rather than a bare chest or bikini top, as Tunisian men blatently stare at the best of times. You could be putting yourself in an unnecessarily awkward position. Shorts would be fine too.
When eating breakfast and lunch, both my wife and I wear a top of some kind, and when going out to dinner in the evening, I wear trousers and a short sleeved shirt. My wife might wear a dress or a top and skirt. Your hotel might have dress codes for dinner.
I don't think anyone will be offended by tattoos, but cover them up when in a mosque.
