council tax help please

I'm moving into a house with two others (Friends) it's a four bed place and the landlord wants 995 a month for it. (council tax included) She wants to pay council tax so when she returns in August her daughter will be able to get into the local school. This does help us a lot but is this allowed as I understood that it was those that lived in the house had to pay the tax

Please can you give any advice � don't want to sign contract till up 100% sure

She is committing a fraud - she is going to put her own family as living there and not you and your friends. This means, among other things, that you won't be able to vote, you may have trouble getting credit and how are you going to pay the utility bills - gas, electric, water, phone?

What about insurance? Buildings and contents? Building insurance should be her responsibility but you should insure your own belongings. You won't show up as living there.

You have to wonder if she has a mortgage - if so, does the lender know she is renting it out? Is she declaring the rent to the tax office?

If it says that Council Tax is included in your rent on your Tenancy Agreement, I'd be tempted to move in then contact the Council to give them change of names. Landlord will still have to pay as you will have a contract agreeing this but you will have your names on electoral role etc.

is she living abroard now? If she is only away on an extended holiday why can;t she pay a quarter of the council tax out of her own pocket? The bill could then be in her name. you could all 3 be on the tenancy agreement and if ever any of you need to claim housing benefit you could.

She is living in France but coming back in August think she owns house over there two - From what I have read think we will be ok as long as it says it on the TA. We do after all have to tell someone we are living there cos of bills and contents insurance etc. Is it her job to tell the council?
