we have a back boiler i have fully drain the radiators now when i turned the water back on the down stairs ones have refilled but the top radiators have not filled back up

Air in the top radiators, bleed them and have some one to slowly add the water. I'm sure someone else can tell you exactly how to on a back boiler.
have you a gravity feed boiler? if you have this means you have a header tank in loft, check to make sure this is filling up with water as ball valves can stick, then the norm is upstairs rads are last to fill, check it out.
its air in the rads, the air is always forced to the upstairs rads, just open the bleed points on the rads and you should hear the water start to flow in (always vent the air out with the pump NOT running)
turn off all rads down stairs and then start your heating the water should be pushed upstairs
