Absolutely no idea in terms of the ownership of 221 Baker Street. I suppose he could have owned all of 221 and let out the downstairs flat to her - she seemed to act as his housekeeper. Or it could have been that he was the lodger. (plus - as someone else pointed out it is fictional!)
But when I read the books it seemed as though Mrs Hudson lived downstairs and logically if 221b was upstairs I'd assume where she lived to be 221a.
Holmes was certainly a lodger, and reference is made to him paying substantial premium to Mrs Hudson for his life style (shooting revolvers at furniture, chemical experiments, unusual visitors at unusual times). In the Granada dramatisation Mrs Hudson was seen admitting guests and ushering them upstairs. The downstairs appeared to be more than a small lobby, so it may be assumed that Mrs Hudson lived downstairs. Whether downstairs is 221A or not is open to speculation.
